911 calls and HIPAA violations

Can anybody say why it's OK to release 911 tapes when they obviously state a medical problem? They just released the tapes on Coach Bungy's son and it was clear that the boy had hung himself. Now, had reporters called the hospital they would never have  been told that he had done that or the cause of death. Is 911 considered public record and subject to Freedom of Information? If so, should people be made aware of that? Long shot question if that is the case, who would be liable if someone did not seek help through 911 because their health info could be made public, and they later died.
Just curious to see what everyone's take is on this.
