When the primary applies part of a payment to deductible, can the secondary be billed and will it pick up that deductible.

Most of the times, secondary will also apply it to deductibles.  I would suggest to bill deductibles directly to patients except in case of Medicaid.  This is what we do....

When a primary insurance co. pays the claim to the deductible, you always want to send that claim to the secondary as well.  There are some secondary policies without deductibles, or with policy provisions that will pickup the total remaining balance after the primary payment.

Also, if the secondary insurance includes a deductible, you will want to send the claim in to them in order to reduce this amount so that payment on future claims will occur.

As always, a proper insurance verfication on both the primary and secondary insurance policies will help you determine how to handle the billing.
