I work for a Federally recognized Native American Tribe's Health Clinic in the State of Michigan. Each year they have patients complete a registration along with consent for general treatment, authorization to bill insurance and assignment of insurance benefits. Question is - how long do we need to keep these consents? Some people in our office feel they are not part of the medical record and can be tossed when we receive a new one from the patient.

True, they are not a part of the medical record, but they are part of your clinic operations where Federal law may have jurisdiction.
One solution would be to scan them, burn them to DVD and then shred the original. Now you have them in case you need them in the future.
