When Medication is pushed in while IV Fluid is provided, can we bill for both 96365 and 96374

It is not clear if the Iv fluids being administered is a therapeutic drug or just fluids for hydration. In any case if it is just fluids for hydration. the Iv push would be the primary code (can only code 1 primary code).
You would code 96374 and 96361 and your J codes. if the Iv fluids is a Therapeutic drug then code 96365 primary and the iv push 96375 and your J codes.
Chemo treatment will always be primary (infusion or pushes) , then  Drug Infusions, then pushes then injections and lastly hydration.

You can bill 96365 & 96374 together only when two vascular sites are started and documented as to why two access sites are needed.

should we always bill for the J codes when we use these administration codes? Because I do professional coding and we are not supposed to use HCPCS codes on the claim form. Thank you
