Franklin J. Rooks Jr., PT, MBA, Esq. is a partner at Morgan Rooks, PC. He specializes in healthcare law and healthcare fraud. His areas of practice include employment law, Medicare compliance, insurance billing issues, and Stark Law/Anti-kickback compliance. In addition to being an attorney, Mr. Rooks is also a licensed physical therapist. He graduated from the Philadelphia College of Pharmacy & Science (now the University of Sciences in Philadelphia) with Master of Physical Therapy Degree. He also earned a Master's Degree in Business Administration (MBA) from Drexel University in Philadelphia, Pennsylvania. Prior to becoming an attorney, Mr. Rooks cofounded a chain of physical therapy clinics, which were subsequently sold to a private equity firm. Much of Mr. Rooks' expertise in healthcare fraud has been derived from his extensive experience in medical billing. He has served as a consultant to private equity firms by assisting them with due diligence of the billing operations for health care entities.
